Much-needed affordable housing looks like it is finally in the works – in a former East Harlem elementary school. The plan is to build about 90 affordable living spaces for artists and space for community arts groups in the run-down building, former P.S. 109 on East 99th Street. The conversion is being undertaken by two organizations: Artspace, an organization that builds affordable housing and work space for artists, and El Barrio’s Operation Fightback, an East Harlem community development group. Their work, in addition to the $24 million federal low-income housing tax credit the project just received, may result in work on the building beginning as early as this spring.
